Tuxedo or military uniform?

I'm planning a wedding for next spring, and one of our groomsmen will be active military (so there's a chance he may not even be in town for the wedding) but if he is...should he wear a tuxedo or his uniform? Are there any requirments for him to wear him uniform, and if so what are they?
