How is Box 12 code Q, (combat pay) calculated?

Here is the scoop, my husband has ZERO taxable income for the year, he has been in Baghdad for the entire tax year, we have two qualifying children....I have tried to use the worksheets, but I cannot figure out how the Combat Pay is calculated for box 12 code Q. Does anyone know this?
