Job opening in my department has become available when can I swoop in and suggest I fill the spot?

I currently work as a temporary production designer and my job will be ending at the end of the month. We just got word that one of the graphic designers is leaving to explore other opportunities. When would be a good time and how would I approach my supervisor about filling the position?
